「国境なき人権」フォートレー代表 - 欧州国連本部で語る（上）

2012年10月31日に、国連本部（ジュネーブ）において、日本の拉致監禁問題を訴えるイベントが開催された。その記事が続いている。今回は、「国境なき人権」のウィリー・フォートレ代表のスピーチを紹介したい。

すでに紹介したローズ博士も、今回のフォートレ代表も、統一教会とは、一切、関係のない人権活動家である。そういう人々の心を動かし、実際に行動させるだけの人権侵害が、日本の統一教会員に対する拉致監禁問題にはあるということだろう。

フォートレ代表は、20分ほどスピーチしているのだが、3回に分けてお届けしたい。今回は、その紹介（上）である。(上)の部分では、なぜ「国境なき人権」が、日本の拉致監禁問題を扱うようになったのかを話している。

Thanks for giving me this opportunity to share with you my experience of this tragic issue. First a few words about our organization, Human Rights without Frontier which is based in Brussels where we develop activities, especially advocacy activities with regard to freedom of religion or belief through the EU mechanisms but also OSCE and from time to time here in Geneva as well. So freedom of religions or belief is one of our hot topic on top of our agenda which has been like that about 20 years now.

この悲劇的な問題についての私の経験を皆様にお話させて頂く機会を与えられ感謝しています。まず、簡単に、私たちの組織、「国境なき人権」についてですが、「国境なき人権」は、ブリュッセルに本部を置き様々な活動を、とりわけ、EU（欧州連合）やOSCE（欧州安全保障効力機構）を通じ、時にここジュネーブでも、信教・信条の自由に関する支援活動を行っています。宗教・信条の自由は、これまで20年間の私たちの最優先課題の一つです。

When I heard for the first time about this story of kidnapping, I really couldn't believe it. It was years ago. Then I started to read some testimonies. Last year, I was contacted by Mr. Goto, Victim's Association to come to Tokyo and to investigate this issue and to produce a neutral, totally independent report about this problem.

拉致の話を始めて聞いたときには、全く信じることが出来ませんでした。もう、何年も前のことで、それから、いくつかの証言を読み始めました。昨年、私は、被害者の会の後藤氏に、日本に来て、この問題の調査をして、中立的、完全に独立した報告書を作成するよう要請されました。

According to the Unification Church, thousands of people have been kidnapped and confined during long period of time over the last 40 years. I personally met about 20 victims in September last year including members of movement of Jehovah's Witnesses who had experienced the same hardships.

統一教会によれば、何千人と言う人々が、過去40年間の長い期間にわたって、拉致され監禁されてきました。昨年の9月、私は、個人的に20名の被害者に会いました。同じ困難を体験したエホバの証人のメンバーも含めてです。

And so we decided to produce a report to draw the attention of the human rights community around the world because no human rights organization had dealt with that issue which lacks total visibility, totally under the radar. Same it was said before by the media in Japan, but also outside of Japan

そして、私たちは、世界中の人権社会に関心をもってもらうため、報告書を作成することにいたしました。なぜなら、いかなる人権団体もこの問題を扱っておらず、透明性を完全に欠いており、まったく人々は、この事に気が付いていません。同じことが、日本のメディアにも、日本以外のメディアについて言えます。

So we discovered that only last year there were a number of adult converts to the Unification Church that had been abducted by their parents for the purpose of religious de-conversion. And years before 2010 and 2009 had been at least we know 9 cases and 3 cases respectively.

私たちは、昨年だけで、何名かの成人した統一教会信者が、彼らの両親により宗教的改宗目的で拉致されたことを見いだしました。2010年と、2009年には、それぞれ、9件と3件ありました。

All those converts, almost all of them were young, but adults as I stressed that already. They are 20s and 30s. Like most Japanese, their parents consider themselves not really religious but partook in some social Buddhist and Shinto practices

これらのすべての改宗者（訳者注：統一教会への改宗者とか入信者）のほとんどは若い人たちです。しかし、すでに強調したように成人したおとなです。20代から30代の人々です。ほとんどの日本人がそうであるように、彼らの両親は、自分たちをそんなに宗教的とはみなしていませんが、仏教やら、神道の行いに加わっています。

Most of the converts were young women, 80% as it was said before. They mostly belong to the middle class and had university education background. A few had been abducted for 2nd time and sometimes for the 3rd time. Some could escape and kept their faith. Others could leave after the family's unsuccessful attempts to de-convert them. Others recounted their faith. Well, there were quite variety of outcomes of these situations. In a few cases, the help of hostile former Unification members also anti-cult actors including Protestant pastors were requested by the parents.

（統一教会への）改宗者の多くは若い女性で、すでに述べたように8割を占めています。かれらの多くは、ミドルクラスに属し、大学教育を受けています。ある者は、二度、時には三度と拉致されました。ある者は、脱出し、信仰を保持しました、他の者は、家族により脱会説得が失敗した後に脱出し、また他のものは、彼らの信仰を再び考え直しました。まー、これらの結果には、たくさんのバラエティーがあります。あるケースでは、悪意をもった元統一教会員や、プロテスタント教会の牧師も含めての反カルト活動家の援助が、両親により依頼されました。

This issue is absolutely taboo in Japan. The taboo was really broken by non Unificationist I would say by a courageous journalist, Kauzhiro Yonemoto who previously has written lots of negative articles about new religious movement including Jehovah's Witnesses including Unification Church, but realized that there was anyway a problem with a number of members of Unification Church and Jehovah's Witnesses that their individual rights, freedom of movement, their freedom to have own religion, to make their own choices about their beliefs had been violated.

この問題は、日本では完全にタブーです。そのタブーは、統一教会員ではない、勇気あるジャーナリスト、米本和広氏によって、打破されました。米本氏は、エホバの証人、統一教会を含めた新宗教運動に対し多くの否定的な記事を書いてきました。しかし、統一教会やエホバの証人の多くの信者が、個人の権利、移動の自由、宗教を持つ自由、信念選択の自由が、侵害されてきたと、気づきました。

Another actor that had monitored this issue is the US State Department which publishes report every year about state of religious freedom around the world. Every year they are mentioning that "According to the Unification Church, a number of members have been abducted and confined and also deprogrammed or were targets of deprogramming, but saying "These are unconfirmed reports."

この問題を監視してきた、もう一つの関係者は、毎年、世界中の宗教の自由の状況の報告書を発表してきたアメリカ国務省です。毎年、彼らの報告書では、「統一教会によれば、多くの信者が拉致監禁され、強制改宗させられ、ディプログラミングの標的にされている」としましたが、「これらは、確認できていない情報だ」と言って来ました。

So this is why we really wanted to reach one objective with our investigation. It was to prove that the practice did exit. Not to have full research about all aspects of that problems, sociological or legal and so on. We really need to say that practice, the mal-practice, the bad practice exist, and should stop.

だからこそ、私たちは、私たちの調査に基づき、一つの客観的事実に達したかったのです。その行為が存在したということを証明することでした。その問題の含む社会心理学や法律的なこと等の、すべての観点の完全な研究をすることではありませんでした。私たちは、その行為、誤った行為、間違った行為が存在し、停止させられるべきだということを主張しなけらばなりません。

他人任せにせず、放置せず…。
本物の人権活動家ですね。

アムネスティ・インターナショナルとか、日本弁護士連合会とか、いろいろと問い合わせてみましたが、そんなふうに主体的に動く人権団体は、日本にはないようですね。トホホ…。
